BluGem's independent scam intelligence supports Ofcom's new General Condition C9, with the new P2P messaging requirements coming into force on 18 January 2027. BluGem's honeypot service automatically captures unsolicited communications received by dedicated devices operating on live mobile networks. Messages can be retained for analysis, voice calls recorded where appropriate, and activity classified across different categories of scam, spam and fraud.
This provides an independent view of the threats actually reaching subscribers, including message content, sender information, telephone numbers, URLs and emerging scam patterns. Intelligence can be analysed over time to identify trends, support improvements to existing scam controls and provide evidence to telcos, regulators and other authorised organisations.

In the UK, Ofcom's new General Condition C9 requires communications providers to regularly and proactively obtain scam reports from end-users and appropriate third parties.
